How do I build a free website, or a cheap one thats good?

I want to build a website. Nothing serious really. How do I do it? Where, who, and what sites are good to go threw? I want a good site but again, nothing too serious. How do I get a domain? Anything you know about this stuff would be of great help. Thanks.

    Building the site is free, getting the server space and domain name can cost. I pay just above $50 a year for mine.
